Elaine Unterhalter is Professor of Education and International Development at University College London. She leads a number of research projects looking at policy and practice in gender and education focussing on institution building, mainly in Africa, considering connections between phases and the different locations in which education takes place. She has published widely in journals, books, and publications for NGOs and multilateral organisations. Recent books include Measuring the unmeasurable in education (2018) and Education, Poverty and Global Goals for Gender Equality: How people make policy happen (2017 with Amy North). She has led teams undertaking rigorous reviews of literature for DFID, Global Partnership for Education and the UNESCO Global Education Monitor. She is a member of the editorial board of Comparative Education, a Fellow and Executive Committee member of the Human Development and Capability Association and a member of the ESRC International Development Expert Group (to 2023). She is Fellow of the British Academy. She leads work on the AGEE (Accountability for Gender Equality in Education) project, which is entering a third phase of research in partnership with UNESCO and the University of Malawi.
